Eligibility does not establish waiver funding or a service start.

  2. Document changes in need, caregiver capacity, safety, school exit, or living situation and submit them to the Regional Office for reconsideration of priority when warranted.
  3. Build non-waiver parallel routes now: DORS/employment, SSI or disabled-adult-child screening, health transition, housing planning, and crisis contacts.

Waiver offered; Medicaid and level-of-care steps underway

An offer begins a second eligibility and enrollment process; it is not enrollment.

  1. Identify every outstanding technical, medical level-of-care, and financial eligibility item and who owns it.
  2. Confirm the CCS assignment and schedule person-centered planning around the person's goals, risks, and natural/generic supports.
  3. Ask which services and delivery model choices can be evaluated before enrollment so provider outreach starts with an exact service, geography, unit, and schedule.

Enrolled; choosing provider-managed or self-directed services

Model choice changes who recruits, supervises, schedules, and pays workers—but neither model guarantees capacity.

  1. Confirm the exact authorized service, procedure/rate unit, budget, geography, schedule, and support intensity before comparing options.
  2. Compare responsibility: provider-managed agencies organize staff; self-direction makes the participant common-law employer with required FMCS and optional support-broker help.
  3. For every candidate, verify current authorization/listing, openings, staffed geography, schedule, start date, backup coverage, and fit; record unknowns rather than ranking them.

Autism needs are clear; DDA eligibility is uncertain or denied

Autism diagnosis and functional need do not automatically establish Maryland DDA eligibility.

  1. Read the determination reason against the statutory functional criteria; request reconsideration with genuinely new evidence or use hearing rights when appropriate.
  2. Pursue systems with different rules: DORS/VR, SSI or disabled-adult-child benefits, Medicaid/health resources, housing assistance, and local disability supports.
  3. Address decision support and health transition separately; use the least restrictive decision-support option that fits the person's abilities and preferences.

Urgent need, service breakdown, or crisis

Immediate safety and system-priority escalation are related but not identical processes.

  1. For immediate threat to life or health, call 911 or 988; do not wait for DDA eligibility or plan revision.
  2. For a DDA participant without immediate life/health danger, contact CCS and the Regional Office, name the failed service and concrete risk, and request the applicable clinical/behavioral response.
  3. If not enrolled or priority no longer matches reality, submit current evidence of risk, caregiver breakdown, abuse/neglect, homelessness, or other changed need for priority reconsideration.
